Case Study: Setting Land Aside for the Future Waterfront Urban Reserve The Urban Reserve is a 45-acre parcel of undevel-oped land, located along the shore of Lake Champlain, which the City of Burlington purchased from the Central Vermont Railroad in 1992. It was a former industrial site, used first for lumber and later for fuel storage that was created on filled land to accommodate the railroad in 1872. Although a final use has not been determined, the Urban Reserve is open to the public for walking, fishing, biking, quiet contemplation and periodic art events. In contrast to other portions of Burlington's waterfront the Urban Reserve offers a natural environment with unobstructed lake views, low levels of noise away from other busy urban activities. In 1990 the City of Burlington developed its Urban Renewal Plan for the Waterfront Revitalization District. The plan included the idea of creating an Urban Reserve "to reserve the right for future generations to determine what level of development should occur at this site" and concentrate development in the Central Business District and the Waterfront Commercial District. In 1997 the City's Department of Planning and Zoning developed a stewardship/ management plan, which includes recommendations on interim uses, long range planing, clean up and remediation procedures, public access and management responsibilities. The citizens of Burlington maintain a strong inter-est and concern for the future of the Urban Reserve, and the City government welcomes any opportunity to discuss their issues, concerns and dreams for this area. The City's boards, commissions, departments and community organizations as well as the state government have to be included in the long range planing process. Any final master plan would have to be approved by Burlington's voters.
